WHEC News reported: Rochester City Council approves budgets for city and school district

“The city council approved budgets for the City of Rochester and Rochester City School District during  a meeting Tuesday night.

“I am pleased that again taxes will decrease for City homeowners, all while maintaining city services and amenities,” said Council President Loretta Scott in an emailed statement.

The city budget was approved by a 9-0 vote while the school district budget passed by a vote of 8-1 with Councilmember Carolee Conklin voting “no.”

Speaking with News10NBC about the school budget, Conklin, who is retiring this year after three terms in office, did not mince words.

“It’s a horrible waste of an awful lot of money. It’s a district that’s failing its students,” says Conklin. “It’s not preparing them to go out into the world forJOBS , for adulthood, even to maintain a checkbook.”

. . . “We’ve been innovative,” says White. “We pulled in the U of R, the largest employer in this region. We recently signed an agreement, a letter of intent, with SUNY Geneseo to run one of our elementary school. We have a smart phone app where parents can look at their phone and look real-time in terms of when their kids are going to graduate — that’s going online. We gave a car away to increase attendance, so we do think there is some progress.”

The mayor agreed.”

Identifying inconsequential movements as innovative, handing off schools to be run by colleges, allowing parents smart phone access to their child’s graduation date and giving away a car to increase attendance are placative, ineffective and expensive responses to the real problems that plague the RCSD.

Enticing attendance does not educate, parent access to graduation dates does not educate, bringing in colleges to do your job, for which you are being paid, does not educate.

Motivating students to want to learn by showing them they are gifted and talented with something valuable to offer society will cause them to want to become intelligent, knowledgeable, actively engaged members of their society.

This is something to which we can all agree.

Estimated Available Funds: The Administration has requested $44,345,000 for the Technical Assistance and Dissemination to Improve Services and Results for Children with Disabilities program for FY 2017, of which we intend to use an estimated $1,100,000 for this competition.

Estimated Number of Awards: 1.

Project Period: Up to 60 months.

Eligible Applicants: SEAs; State lead agencies under Part C of the IDEA; local educational agencies, including public charter schools that operate as LEAs under State law; IHEs; other public agencies; private nonprofit organizations; freely associated States and outlying areas; Indian Tribes or Tribal organizations; and for-profit organizations.

Eligible Subgrantees: (a) Under 34 CFR 75.708(b) and (c) a grantee may award subgrants—to directly carry out project activities described in its application—to the following types of entities: IHEs and private nonprofit organizations suitable to carry out the activities proposed in the application.

Other General Requirements: (a) Recipients of funding under this competition must make positive efforts to employ and advance in employment qualified individuals with disabilities.

The administration has requested $44 million taxpayer dollars to improve services and results for students with disabilities when those dollars should be used to discover, develop, and direct the gifts and talents of those same students giving them the opportunity to compete academically and socially in their particular area of interest and ability.

Using federal, state, and local educational funding to locate, classify and dehmanize children because of their differences causes the “normed” society to ignore the potential of these students to contribute to the advancement of humanity.

The Department of Education is issuing a notice inviting applications for new awards for fiscal year 2017 for the Child Care Access Means Parents in School Program, Catalog of Federal Domestic Assistance number 84.335A.

Purpose of Program: The CCAMPIS Program supports the participation of low-income parents in postsecondary education through provision of campus-based child care services.

Absolute Priority 1: Projects that are designed to leverage significant local or institutional resources, including in-kind contributions, to support the activities assisted under section 419N of the HEA.

Absolute Priority 2: Projects that are designed to utilize a sliding fee scale for child care services provided under section 419N of the HEA in order to support a high number of low-income parents pursuing postsecondary education at the institution.

Type of Award: Discretionary grants.

Estimated Available Funds: $8,549,000.

Estimated Range of Awards: $10,000 to $375,000.

Estimated Average Size of Awards: $118,730.

Estimated Number of Awards: 72.

Eligible Applicants: Any institution of higher education that during FY 2016 awarded a total of $350,000 or more of Federal Pell Grant funds to students enrolled at the institution. Institutions that currently have a CCAMPIS Program grant with a project ending in 2017 or 2018 are eligible to apply for a new grant during this FY 2017 competition.

The federal government has colleges competing for funds to provide child care to low income parents who wish to obtain a college degree. This should not be a competition for funding, this should be available to all higher education institutions in an effort to alleviate poverty.

The high cost of day care makes it easier to remain on Social Services than to attend college or gain employment.

Single parent households make up the largest group of impoverished individuals. They remain in this condition because day care is expensive and the care given is questionable at the low-income level.

Estimated Available Funds: The Further Continuing and Security Assistance Appropriations Act, 2017, would provide $54,345,000 for the Technical Assistance and Dissemination To Improve Services and Results for Children With Disabilities program for FY 2017, of which we intend to use an estimated $1,200,000 for this competition (per year divided between the three new projects).

Estimated Range of Awards: $375,000 to $400,000 per year.

PEAS On The Right Track

TED Talk by Dr. Michael Hynes “Why PEAS Are the Key to a Successful Education” expresses the sentiment that our children are not labels, they are people. He promotes a system of education called PEAS.

PEAS stands for: Physical Growth; Emotional Growth; Academic Growth; Social Growth.

“Dr. Michael Hynes works as a public school superintendent of schools on Long Island. His mission is to spread the message of the importance of a holistic approach to educating children.” (YouTube)

He begins by giving an account of his educational experience as being less than successful. He graduated from high school in the bottom ten percent of his class and his guidance counselor said he was not college material. He explains the school experience using a lightbulb analogy as, a lightbulb that is on, flickering, off, or shattered.

Dr. Hynes says “. . . the reason why we have our children go to school is to reduce their talents and potential.”

“. . . I hate to use the words children with special needs . . . all these labels, all these classifications when the bottom line is, we are all people and they are all children.”

“. . . it is not academic and everything else is secondary, tertiary, everything else is equally as important and that means . . . music and art are just as important as AP Science.”

“. . . Physical education and recess is just as important as Social Studies, it’s just as important as Language Arts, and we have to get rid of the higher status of what we feel is most important and break it down to all four.”

“Our collective responsibility is to insure that we take this educational pendulum, all of us, collectively, and we hang onto it and make sure it goes right back in the middle where there’s balance. PEAS is balance where we are focusing on all those different components, we are not standardizing children anymore, they are not widgits, and ultimately, in the end, when we move this system in the right direction, no other lightbulbs are ever shattered again.”

Reaching success in education means changing the system of education.
