Application for New Awards; Expanding Opportunity Through Quality Charter Schools Program-Grants to State Entities

Purpose of Program: Through the CSP Grants to State Entities competition, the Department awards grants to “State entities” (as defined in this notice) to enable them to award subgrants to “eligible applicants” (as defined in this notice) to enable such eligible applicants to open and prepare for the operation of new “charter schools” (as defined in this notice) and to “replicate” (as defined in this notice) and “expand” (as defined in this notice) “high-quality charter schools” (as defined in this notice).

Type of Award: Discretionary grant.
Estimated Available Funds: The Further Continuing and Security Assistance Appropriations Act, 2017, would provide, on an annualized basis, $332,538,640 for the CSP program, of which we would use an estimated $157,000,000 for this competition.

Estimated Range of Awards: $2,000,000 to $23,000,000 per year.
Estimated Average Size of Awards: $10,000,000 per year.

Estimated Number of Awards: 3-8.

Applications for New Awards; Expanding Opportunity Through Quality Charter Schools Program-Grants for Credit Enhancement for Charter School Facilities

Purpose of Program: The Grants for Credit Enhancement for Charter School Facilities (Credit Enhancement) program provides grants to eligible entities to demonstrate innovative methods of helping charter schools to address the cost of acquiring, constructing, and renovating facilities by enhancing the availability of loans and bond financing.

Estimated Available Funds: The Further Continuing and Security Assistance Appropriations Act, 2017, would provide, on an annualized basis, $332,538,640 for the CSP program and the authority to use at least $16,000,000 of CSP funds for Credit Enhancement awards. We intend to use an estimated $16,000,000 for new awards under this competition.

Estimated Range of Awards: $4,000,000 to $8,000,000.
Estimated Average Size of Awards: $5,333,000.
Estimated Number of Awards: 3.

This award will take another $332,538,640 from public education. While we concentrate on the monies local education agencies must pay to support charter schools, we are ignoring the federal grant money being paid to grow them. This is the real financial threat to public education. To stop the proliferation of charter schools Americans must reply to the governments request for comments.
