Applications for New Awards; Gaining Early Awareness and Readiness for Undergraduate Programs (State Grants)
Purpose of Program: The GEAR UP Program is a discretionary grant program that provides funding for academic and related support services to eligible low-income students, including students with disabilities and English learners, to help them to obtain a secondary school diploma and to prepare for and succeed in postsecondary education. Under the GEAR UP Program, the Department awards grants to two types of entities: (1) States and (2) partnerships comprised, at minimum, of institutions of higher education and local educational agencies.
Estimated Available Funds: The Administration has requested $322,754,000 for the GEAR UP Program for FY 2017, of which we intend to use an estimated $49,000,000 for new GEAR UP awards. The estimated funding available for the new GEAR UP State awards is $24,500,000. The actual level of funding, if any, depends on final congressional action. However, we are inviting applications to allow enough time to complete the grant process if Congress appropriates funds for this program.
Estimated Range of Awards: $2,500,000-$3,500,000.
Estimated Average Size of Awards: $3,000,000.
Maximum Award: We will not fund any application for a State grant above the maximum award of $3,500,000 for a single budget period of 12 months.
Estimated Number of Awards: Seven.
Once again the federal government is making $322,754,000 million dollars available to help only those States, higher education institutions and local education agencies that apply for and are granted funding, the ability to help some students prepare for and succeed in postsecondary education.
These are tax dollars paid by every working citizen in the United States yet these education dollars are not funding the provision for every child in the nation to receive an excellent education.
In this application, only seven awards are offered with a maximum amount of $3,500,000 to grant winners. In the last award offered through this same grant opportunity, the maximum amount provided to individual students was $800.00 per year.
We are forcing States to compete with one another for the right to successfully educate our children.
