From the Federal Register: Proposed Priorities-Enhanced Assessment Instruments
Purpose of Program: The purpose of the Enhanced Assessment Instruments Grant program is to enhance the quality of assessment instruments and systems used by States for measuring the academic achievement of elementary and secondary school students.
This notice contains three proposed priorities.
Proposed Priority 1—Developing Innovative Assessment Item Types and Design Approaches.
Proposed Priority 2—Improving Assessment Scoring and Score Reporting.
Proposed Priority 3—Inventory of State and Local Assessment Systems.
We must receive your comments on or before May 18, 2016.
This is the federal governments way of addressing the concerns the American public has about the amount, quality, and purpose of the current regime of testing.
Giving States and LEA’s input in the development of the tests our children will be given does nothing more than remove the burden of research from the “hedgehogs” who will be contracted to sell the tests back to the States and LEA’s that helped develop them.
This response to the concerns of Americans about the state of our current system of education does little to address the failure of children who are considered “learning disabled” because they do not meet the conditions of “normalcy” which is determined through standards created and enforced by the elite.
Testing is not a primary concern in large urban areas where our current system of education is failing our children.
Our children lack an education that is exciting and engaging. They are learning to decode not read. They are learning to respond not comprehend. They are learning to acquiesce not question and explore.
Our current system of education discriminates against, segregates, standardizes, and dehumanizes our children. To concentrate on testing as a primary source of improvement is yet another waste of taxpayer dollars.
We must, as a nation, insist that every child in America receive a developmentally appropriate, Arts based, experiential education that concentrates on discovering, developing, and directing their individual gifts and talents towards becoming knowledgeable actively engaged citizens.
When we provide every child with an excellent education we will have enhanced our world.
