From the Federal Register: Assistance to States for the Education of Children With Disabilities; Preschool Grants for Children With Disabilities
While this sounds as though the federal government will financially assist states in educating “Children With Disabilities” this is not the purpose of this expenditure.
“With the goal of promoting equity in IDEA, the regulations would establish a standard methodology States must use to determine whether significant disproportionality based on race and ethnicity is occurring in the State and in its local educational agencies; clarify that States must address significant disproportionality in the incidence, duration, and type of disciplinary actions, including suspensions and expulsions, using the same statutory remedies required to address significant disproportionality in the identification and placement of children with disabilities; clarify requirements for the review and revision of policies, practices, and procedures when significant disproportionality is found; and require that LEAs identify and address the factors contributing to significant disproportionality as part of comprehensive coordinated early intervening services (comprehensive CEIS) and allow such services for children from age 3 through grade 12, with and without disabilities.”
With this announcement our federal government is acknowledging that states classify a significantly disproportionate number of children based on race and ethnicity.
This atrocity is so frequent that there must now be regulations established to “promote equity” not insure equity in classifying our children.
This should put an end to the issue of poverty being the cause of the educational failure of children living in large urban centers.
It is evident that being “different” from the “norm” in America means that there is something “wrong” with you. And, since the “norm” in America is “middle-income white male” it is easy for our current system of education to be prejudice against and classify anyone else.
When we change our current system of education so that it is developmentally appropriate, Arts based, experiential and concentrated on discovering, developing, and directing the gifts and talents of All of America’s children, there will be no need to spend education tax dollars making sure states do not discriminate against any child.
