Abstract: Through the Pell for Students who are Incarcerated experiment (also known as Second Chance Pell) the Department of Education will provide selected eligible postsecondary institutions with a waiver to the current statutory ban on incarcerated individuals, who are otherwise eligible, from receiving Federal Pell Grant funds to attend eligible postsecondary programs. The experiment aims to test whether participation in high-quality educational opportunities increases after access to financial aid for incarcerated adults is expanded and to examine how waiving the restriction influences individual academic and life outcomes.

Students in New York State who are incarcerated already receive an education while incarcerated.

Why is our government spending additional educational dollars to determine what everyone already knows, an excellent education most definitely “influences individual academic and life outcomes.”

It should not be necessary to increase the financial aid for incarcerated adults. Educational funding already exists for incarcerated youth and adults.

These additional education dollars will only fund more unnecessary research by “hedgehog” companies that collect data to be used to shore up their profits.

When we change the intent of education from creating a workforce to creating a knowledgeable, actively engaged citizenry;

when we change the language of education so that it concentrates on discovering, developing, and directing the individual gifts and talents that all children possess;

when we provide every child in America with a free and public education that is developmentally appropriate, Arts based, and experiential;

when every child in America can attend a public school in their neighborhood that guarantees small class sizes and individualized attention;

it will no longer be necessary to provide an education to individuals who are incarcerated because that population of Americans will have already been educated and will have already made better decisions for their lives, avoiding incarceration.

We must begin to educate our children before we incarcerate them.

Type of Review: A new information collection.

Abstract: The purpose of this collection is to determine the extent to which there are natural circumstances that approximate random assignment among a group of college- and career-focused schools that belong to one or more school reform networks. A survey will be administered to principals of these schools to determine if they are oversubscribed and use lotteries for student admission. If a sufficient number of schools with such practices are identified, future research could use these naturally occurring experimental conditions to investigate differences in the outcomes achieved by students who attend these types of schools.

Is this the way we wish to use critical education dollars?

The research and findings of this new information collection will not aid in achieving student success at any level and is only concerned with how to corral our children into schools that conform with the standardization process used to enslave them.

Federal education dollars must be spent to insure that every child in America receives a free and public excellent education prior to attending college.

Private colleges can again compete for the best and brightest students and award scholarships to those students who are gifted and talented but cannot afford the tuition.

Federal education dollars must be spent to provide every child in America a developmentally appropriate, Arts based, experiential education that concentrates on discovering, developing, and directing their individual gifts and talents towards becoming knowledgeable, actively engaged citizens.

There is no dollar amount attached to this new information collection. There is no mention of which private company will be awarded the contract to collect and retain this newly collected information.

We must stop collecting information on our children and begin to educate them.

Our children deserve to receive an excellent education at the elementary and secondary level.

This should be the primary goal of our government, not insuring the profits of “hedgehogs”.

Play Time

On Saturday, students from area schools performed a play that they wrote titled, “Breaking the School to Prison Pipeline.”

Under the guidance of Robert Ricks from Down in the Dirt Productions, these students were able to voice their dissatisfaction with the current system of education that does little to educate them.

Taken from their own experiences in school these young men and women used theatre to express the frustrations and fears they experience while attending school.

Many of these young adults attend charter schools within the city revealing the fact that the same problems exist there as well.

The roles written for the teachers also expressed frustration with a system of education that treats our children like criminals before they have broken the law.

The play included armed security personnel, a guard dog, and metal detection devices that our children are exposed to as they enter their “learning” institutions.

Students expressed the frustration of not being taught their history and the fear of not being considered relevant to life itself.

They wrote about the lack of control teachers have in the classroom and the frustration they feel at having to teach to the test instead of to their students.

These young adults wrote about the bullying they’ve experienced from other students and adults as well.

They were able to communicate their message, change the system, to the audience through the expression of their artistic voice.

Our children know they are not being properly educated. They know that they are being enslaved to a system of education that only seeks to provide workers for the “hedgehogs” in and out of jail.

Our children are beginning to awaken to the truth of the subjugation, discrimination, and standardization inherent in our current system of education.

When we provide every child in America with a developmentally appropriate, Arts based, experiential education that concentrates on discovering, developing, and directing their individual gifts and talents towards becoming knowledgeable, actively engaged citizens, our children will be able to decide for themselves what they would like to do with their lives.

The Peaceful Majority Is Deadly Silent

Ideology: A system of ideas and ideals, especially one that forms the basis of economic or political theory and policy; the science of ideas; the study of their origin and nature.

In the following video, Brigitte Gabirel offers a thought provoking response to a very critical question, “How can we fight an ideological war with weapons?”

All wars fought are ideological, based in economics and politics. Those who propagate and perpetuate war, the “hedgehogs” of the world, depend upon the “Peaceful Majority” to remain silent to the atrocities they commit.

Military Spending in the United States. In fiscal year 2015, military spending is projected to account for 54 percent of all federal discretionary spending, a total of $598.5 billion.”

The Education Department currently administers a budget of $67.1 billion.

If you want to know the true intent of a company, examine their budget.

If the “Peaceful Majority” were to end their silence it would be possible to amend the US budget to reflect a more peaceful intent for America.

If the “Peaceful Majority” were to raise their voice, it would be possible to provide every children in America with a free and public education that would concentrate on discovering, developing, and directing their individual gifts and talents towards becoming knowledgeable, actively engaged citizens who are responsible for the direction of their nation.

When we provide every child in America with a developmentally appropriate, Arts based, experiential education, delivered in neighborhood schools by knowledgeable, dedicated individuals who know and understand that everyone is gifted and talented in some aspect and everyone has something to give to the success of America, we will begin to see a shift in our government spending away from war and towards education.

We have wars because they are profitable for the “hedgehogs” who manage the economy by maintaining control of the population through fear and ignorance.

Once the populous is educated they will no longer be afraid to raise their voice and take control of the government that belongs to the people.

History has proven that silence is not golden, it is deadly.

Giving Thanks

In one week Americans will celebrate Thanksgiving by eating great measures of food and then settling in to watch football. Some will take a nap to prepare for the “Black Friday” event taking place at midnight.

In giving thanks for the plenty with which we in America are blessed, we forget how blessed we truly are.

While we celebrate with plenty of food to eat, children are staving around the world.

While we lift our glasses filled with water, juice, soda, and wine, there are children in this world without water to drink.

While we settle in to watch football, too many children are watching bombs fall, destroying their homes and villages.

While we take naps to prepare for a night of shopping, they are taking cover, preparing for a night of terror.

God has blessed America and Americans have the responsibility of being a blessing to others.

Becoming an economic giant in a global economy does not create a world where everyone is blessed. It creates a world where many are obese while others starve to death.

Concentrating on the many ways to make a profit from the failure of humans to recognize and respect the power of the gifts and talents they possess does not lift up society but remands it to an enslaving institution of socialistic classism that standardizes and dehumanizes our children and our society.

Thanksgiving, like Christmas and Easter, has become another money making opportunity to instill within the attitude of the American people a “you are what you own” belief that creates and maintains feelings of pride, greed, lust, envy, gluttony, wrath and sloth, the seven deadly sins.

When we provide every child in America with a free and public education that is developmentally appropriate, Arts based, and experiential, that concentrates on discovering, developing, and directing their individual gifts and talents towards becoming knowledgeable, actively engaged citizens, we can begin to change the function and feelings of American citizens from being cogs in a global economy to being loving, caring human beings in an environmentally healthy world.

Competency-based learning or Competency-Based Education and Training is an approach to teaching and learning more often used in learning concrete skills than abstract learning. It differs from other non-related approaches in that the unit of learning is extremely fine grained. Rather than a course or a module every individual skill/learning outcome, known as a competency, is one single unit. Learners work on one competency at a time, which is likely a small component of a larger learning goal. The student is evaluated on the individual competency, and only once they have mastered it do they move on to others. After that, higher or more complex competencies are learned to a degree of mastery and isolated from other topics. Another common component of Competency-based learning is the ability to skip learning modules entirely if the learner can demonstrate they already have mastery. Notice Expanding an Experiment Under the Experimental Sites Initiative; Federal Student Financial Assistance Programs Under Title IV of the Higher Education Act of 1965, as Amended

In a Federal Register notice published on July 31, 2014, the Secretary invited postsecondary educational institutions that participate in the student financial assistance programs authorized under title IV of the Higher Education Act of 1965, as amended (HEA), to apply to participate in institutionally-based experiments, including the Competency-Based Education experiment, under the Experimental Sites Initiative.

We are providing postsecondary students the opportunity to learn at their own pace only after they have been through a public school system that standardized and regulated every aspect of their primary and secondary education.

It is evident that our government knows how to properly educate our children. However, waiting until they reach the postsecondary level of education to provide a proper education only fans the flames of failure experienced by too many of America’s students.

We must provide every child in America with a free and public education that is developmentally appropriate, Arts based, experiential and concentrated on discovering, developing, and directing their individual gifts and talents.

Agency Information Collection Activities; Submission to the Office of Management and Budget for Review and Approval; Comment Request; Middle Grades Longitudinal Study of 2017-2018 Recruitment for 2017 Operational Field Test

Abstract: The Middle Grades Longitudinal Study of 2017-2018 is the first study sponsored by the National Center for Education Statistics, within the Institute of Education Sciences of the U.S. Department of Education, to follow a nationally-representative sample of students as they enter and move through the middle grades (grades 6-8).

The data collected through repeated measures of key constructs will provide a rich descriptive picture of the academic experiences and development of students during these critical years and will allow researchers to examine associations between contextual factors and student outcomes.

The study will focus on student achievement in mathematics and literacy along with measures of student socioemotional wellbeing and other outcomes.

The study will also include a special sample of students with different types of disabilities that will provide descriptive information on their outcomes, educational experiences, and special education services.

Baseline data for the will be collected from a nationally-representative sample of 6th grade students beginning in January 2018, with annual follow-ups beginning in January 2019 and in January 2020 when most of the students in the sample will be in grades 7 and 8, respectively.

This request is to contact and recruit public school districts and public and private schools, beginning in January 2016, to participate in the MGLS:2017 Operational Field Test which will take place from January to June 2017.

The primary purpose of the OFT is to obtain information on recruiting, particularly for the targeted disability groups; obtaining a tracking sample that can be used to study mobility patterns in subsequent years; and testing protocols and administrative procedures.

The OFT will inform the materials and procedures for the main study base year and follow-up data collections.

When we provide every child in America with a developmentally appropriate, Arts based, experiential education that concentrates on discovering, developing, and directing their individual gifts and talents towards becoming knowledgeable, actively engaged citizens, collecting data on American citizens to produce “hedgehog” profits will finally end.
